i can press the reset button and some times it will run for one cycle sometimes two weeks. It appears that the flame "rolls out" too much when it starts. The only happens when it is below 30 degrees outside.

I agree 100% with John! You could have a partial obstruction in the flue, cracked heat exchanger or other possibiltes the safety is on there for a reaon...
