at the base of the bypass valve are you able to push down on the center? I just bought a new oem bpv and it doesn't push down. I thought there was a spring below allowing it to move.
trust me its good it takes alot of force to push it in. as the spring's tension is properly set, now unles the cap is crushed entirely then it wont work.
